1999 Letter from President Bill Clinton
In Response to Alaska HJR 27 and HJR 26


        President Bill Clinton replied to two Alaska resolutions that Representative John Coghill Jr.
sponsored.  HJR 27 concerned the giveaway U.S.-Russia maritime boundary agreement.
President Clinton stated, "My Administration is not considering efforts to alter the 1990 boundary agreement."

        HJR 26 complained of the problems arising because the State Department has failed to
negotiate any maritime boundaries between Alaska and Canada, either on the north in the Arctic
Ocean or on the south in the Bering Sea.  President Clinton stated, "The United States is working
toward the resolution of maritime boundary disputes with Canada, though progress is often
slow."  To date the State Department has not established any maritime boundaries with Canada.
